NOTICE OF COMPLAINT
May 27, 2022
ICMS #: 2022-0423
On May 24, 2022, the OPO received a phone complaint.
The complainant alleges: She called APD because her neighbors were banging on her
door wanting to fight. She and her mother were attacked. APD arrive as she was trying to
get to her mom to make sure she was ok. As the attackers were arguing with the police,
her mom ran into the house. She felt her arm being grabbed and put into handcuffs. She
begged the police to check on her mom, SO APD broke the door open. The complainant
was the only one handcuffed and not her attackers. The complainant begged the police to
let her check on her mom. She was not aggressive, still in handcuffs but wanted to check
on her mom. The police left. As she was trying to calm her mom down and the attackers
returned accusing her mom of stealing a wallet. The complainant called the police again.
When APD arrived, a female officer told her to get her mom because she was going to file
charges on her for theft and the officer walked away. She followed the female officer
trying to get a badge number. Another male officer did give her his badge number, but the
female officer did not and told her to go back upstairs. The four responding police cars
left. The attackers came back again threatening that there was going to be a murder, but the
attackers did not realize
was still on-site. The next day the attackers
vandalized her car. She called the police again. She found out there was never a report
made for the attack the day before and she is still in fear for her life. It was a strange
situation, and she has been calling every day and a report still has not been made. She wants
to know why nothing has been done about the threats, harassment, and vandalism by her
attackers.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
