On March 7, 2022 the OPO received a phone complaint.
The complainant alleges: His son called him to pick up his daughter, but when he arrived, the
son began cursing him and called APD. Two APD officers responded to the call and when he
opened the door, the officers had guns drawn and were shining lights on him. The complainant
tried to explain to the officers that he was a 70-year-old, one hundred percent disabled veteran and
he had a bad leg and a bad back. The officers forced him outside as he was trying to explain and
started throwing him around and eventually threw him to the ground. The more he asked the
officers to stop, the harder they pulled the handcuffs on his hands. The complainant alleges officers
think the badges give them a reason to hurt people and they had no right to do what they did
to

if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
