On February 23, 2022 the OPO received a phone complaint.
The complainant alleges: The female officer who responded to a call told a 16-year-old she would
pin him down SO the parent could hit him, and the other responding officers agreed. The
complainant alleges it was not specified by the officer how the parents could hit the teenager. The
officer did not indicate to the parent that it is not ok to hit your child with a foreign object and the
officers did not tell the parents about the child's rights. The complainant understands that parents
are able to spank their children but not hit them out of anger. A police officer's job is to protect
the community. Teenagers have hormones but they also have rights, it is not legal for any parent
or guardian to hit a child or anyone with a foreign object or punch them in the face. The officers
did not explain that to the teenager. The officers sided with the parent for whatever reason. The
complainant does not think the officers should be fired but maybe they should have better training.
When her ex was in the APD academy they had amazing training. The officers in that situation
need to go back to training and the situation needs to be looked at because she feels it could lead
to other issues.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
