NOTICE OF COMPLAINT
January 14, 2022
ICMS #: 2022-0036
On January 14, 2022 the OPO received a phone complaint.
The complainant alleges: The complaint is against Detective
for the way he handled the
complainant's robbery case. He did not do his basic job. The detective was specifically told that
the coins were in mint condition; he claims he doesn't know what "mint" means. His exact words
were, "A $5 bill is a $5 bill. You are saying, 'That isn't my $5 bill." He failed to obtain the two
videos showing the coins in mint condition that were offered to him. He didn't even contact the
gas station the coins were used. Some employees had made sworn statements about the condition
of the coins. He didn't collect the video of the tow truck driver who could have swapped her coins
for bad coins. He couldn't get in touch with the person who had the stolen coins; she had to
negotiate with the criminal herself to recover the coins. In court, the detective couldn't even speak
to the basic facts of the case and kept referring to an event that didn't even happen in this case. His
demeanor in email and in person was passive-aggressive, and he clearly didn't want to be bothered
with this case or the complainant. The detective spent more time interrogating her in a padded
room with another officer there to intimidate her on
than attending to the case
itself. The case was sat on. The coins were stolen in
and not seized until
The thief
wasn't arrested until
even though she admitted to stealing them the day the complainant
made the report. The detective asked the tow truck company owner for the coins and accepted
coins he knew full well were not the coins he was looking for. The complaint was not able to
recover her coins because of the detective. The complainant is further worried that the video of her
interrogation will be destroyed, as the detective is aware that she is filing a complaint. She will
obtain the video of the hearing that happened on
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
