On January 13, 2022 the OPO received an online complaint.
The complainant alleges: This was a domestic violence incident in which the responding officers
failed to appropriately separate me from my husband the perpetrator. They let me speak to him
several times. They discussed the merits of his claim that the AR-15 he had in his car was
a
"government issued service rifle" that he needed for work and that I wouldn't let him take it to
work and that was why I had a bruise. In fact they were correct, that a government issued service
rifle can never be brought off base to the home, and a personal weapon can never be brought from
home onto a military base. I was expressing a very strong concern about him leaving with the gun,
but did not know those rules about the gun at that time, though it appears the officers did.
Furthermore in reviewing APD's policies, they state that an officer SHALL make an arrest if the
following criteria applies: 1) the suspect is on scene 2) the suspect is a member of the victim's
family and 3) there is a complaint of pain. All three criteria were met in this incident and the full
extent of my injuries was even worse than what was already visible when officers arrived on scene.
My husband refers to a visible bruise and the officers also noted it. I also stated a complaint of
pain.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
