On January 10, 2022 the OPO received an email complaint.
The complainant alleges:
This is the mp4 of video from my security camera(translation of the one you recorded). It looks
to me like the officer on the right punches the arrested person four or more times, twice with right
arm to the abdomen and twice with left arm to the face. He also has his knee on him at the end of
the arrest(might not be an improper thing). This video is a shortened version SO I can email it but
I have saved the full versions on my disk if needed.
I support law enforcement but this, to me, seems like unnecessary force. I am tired of paying taxes
to 'pay-off' people because of this type of officer misconduct(my opinion).
I don't know the arrested person personally. I suspect he is my neighbor's son but I did not get a
good look at him to know for sure.
I am interested to know what disciplinary( (or other) actions, if any, are/were taken against the
officer in this matter. If I am not able to get that information I would like an explanation why not.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
