The Tax Increment Financing Reinvestment Zone No. 18 (TIRZ No. 18) was created in 2008 to finance development of the Seaholm Project. TIRZ No. 18 is approximately 7.1 acres surrounding the Seaholm Project and is bounded on the west by Seaholm Dr. from Third St. to Cesar Chavez; on the south by Cesar Chavez from West Ave. east to Seaholm Dr.; on the east by West Ave. from Cesar Chavez north to Third St.; and on the north by Third St. between Seaholm Dr. and West Ave. City Council members serve as the Board of Directors along with one Board Member appointed by the Travis County Commissioners Court. TIRZ No. 18 meets the requirements of Texas Tax Code Section 311.
The TIRZ No. 18 partially funds the redevelopment of the historic Seaholm Power Plant and its immediate grounds. Public funds will be used for the power plant rehabilitation and infrastructure components of the project. The City Council issued Ordinance No. 20081211-028 authorizing TIRZ No. 18 on December 11, 2008.
