The Tax Increment Reinvestment Zone No. 16 (TIRZ No. 16) was created in 2004 to redevelop the 709-acre area formerly known as Robert Mueller Municipal Airport. TIRZ No. 16 is generally bounded by 51st Street on the north, IH-35 on the west, Airport Boulevard on the west and the south, and Manor Road on the south and the east. The City Council serves as the TIRZ No. 16 Board of Directors. TIRZ No. 16 meets the requirements of Texas Tax Code Section 311.
TIRZ No. 16 redevelops the Mueller airport property as a mixed-use neighborhood with approximately 4,600 housing units, 2.5 million square feet of office space, and 650,000 square feet of retail, with schools, parks, and open space. The project features a 25% affordable housing component, 20% dedication of open space to parks, sports fields, and greenways, and a transit boulevard, alleyways, and a comprehensive network of bicycle facilities. The Council approved Ordinance No. 041216-83 creating TIRZ No. 16 on December 16, 2004.
