Upon City Council approval of the Holly Shores/Edward Rendon Sr. Park at Festival Beach Plan in August of 2014, the Parks and Recreation Board created a Working Group consisting of two Parks Board members to assist the Parks and Recreation Department’s Planning Division in developing a Phase 1A Implementation Plan. Phase 1A was completed in 2019.

Project Background

Upon approving the Holly Shores/Edward Rendon Sr. Park at Festival Beach Plan, City Council provided direction to prioritize restrooms, temporary event fencing, sidewalks and ADA accessibility compliance for the initial improvements.  Based upon City Council’s direction, seven study areas were identified by PARD staff within the master plan area.  The above map of these areas highlights some of the potential improvements including renovating or replacing restrooms, adding accessible picnic areas, adding accessible sidewalks, relocating fencing around the event areas and improving the future park land at the decommissioned Holly Power Plant.  The initial phase 1A budget is approximately $3 million provided by 2012 Bond Funding ($2.5 million), Austin Parks Foundation ($100,000) and an Austin Energy Allowance ($407,480) for the screening of the sub-station to remain in the Holly Power Plant area. The Implementation Group held six meetings to prioritize phase 1A projects. The Briefing below summarizes the process and recommendations by the implementation group.
