Item A001 - October 4, 2011

Pre-Selected Agenda Item: Item 65. Approve the waiver of certain fees and requirements under City Code Chapter 14-8 for the National Alliance on Mental Illness (NAMI) Austin Walk event sponsored by NAMI Austin which is to be held on Saturday, October 8, 2011 beginning at Riverside and South 1st St. and ending at the Texas State Capitol.

The Mayor announced action on this item will occur on Thursday, October 6, 2011..

Item B001 - October 4, 2011

Approve an ordinance ordering an election to be held in the City of Austin on May 12, 2012 to elect the Mayor and three Council members. (Sponsor: Council Member Laura Morrison, co-sponsor: Bill Spelman)

The Mayor declared this posted agenda item to be out of order based on rules that were adopted by the City Council on March 2, 2011 concerning Work Sessions. Council Member Spelman moved to appeal the ruling of the Mayor and waive the rules adopted by Council that said, "No citizen participation will be permitted at the Tuesday Work Session." This was seconded by Council Member Morrison. The substitute motion to allow citizen communication during this work session was approved on Council Member Martinez' motion, Mayor Leffingwell's second on a 7-0 vote. Council Member Spelman withdrew his motion to appeal the Mayor's ruling that the posted item B.1. was out of order.
