Divisions

In order to help our vendors over the challenges that can be associated with Bonding, the Small & Minority Business Resources (SMBR) Department has added a Bonding Financial Consultant to our staff.

The Bonding Consultant meets one-on-one with business owners to educate and assist them with their bonding needs.  

The City of Austin's Small & Minority Business Resources Department's Certification division verifies that the Minority, Women and/or Disadvantaged Owned Business applicant owns, manages, and controls the day-to-day operations of the for-profit business in compliance with our Code of Ordinances.

Types of Certifications offered to qualified small minority and/or women owned businesses.

Small Business Construction Program (SBCP)

The Small & Minority Business Resources Department (SMBR) and the Contract Management Department (CMD) have established the Small Business Construction Program. This program isdesigned for construction projects with an estimated budget of less than $50,000. These projects will be reserved for initial solicitation for certified SBEs.

The Compliance Division is responsible for reviewing, monitoring and tracking MBE/WBE participation on City procurements throughout all phases of a project. Solicitations over $58,000 are reviewed by SMBR.

The City of Austin’s Small & Minority Business Resources (SMBR) Department certifies qualifying small businesses that are owned, managed, and controlled by both socially and economically disadvantaged individuals as Disadvantaged Business Enterprises (DBEs) and/or Airport Concession Disadvantaged Business Enterprises (ACDBEs) in compliance with Code of Federal Regulations (49 CFR Part 26 and Part 23).

The City of Austin’s Small and Minority Business Resources Department (SMBR)  is requesting public comment on the proposed  Disadvantaged Business Enterprise Program Plan (Part 26) for Fiscal Years 2016-2018.

The  DBE Program Proposal sets new goals for participation on federally-funded contracts on and around Austin Bergstrom International Airport (ABIA).

The Small & Minority Business Resources (SMBR) Outreach unit provides information and assistance to the small and minority business community.

We also facilitate City of Austin departmental communications regarding project opportunities, services and key initiatives that will assist our business owners. SMBR also host  monthly workshops with topics of interest.

The Small & Minority Business Resources (SMBR) Department has contracted with Service Providers who assist us with outreach activities aimed at increasing the number of minority firms certified with the City of Austin and the number of firms participating on City projects.

SMBR's Plans Room provides paper and electronic access to construction plans and specifications for public and private sector projects in over 100 counties.  The public is also invited to  accesss our McGraw-Hill Dodge project database which features projects from Waco to South Texas to include the Gulf Coast.
