Brie L. Franco, Intergovernmental Relations Officer
Brie has more than 15 years of experience in intergovernmental relations and legislative affairs at the federal, state, and municipal levels.
In her previous role, Brie oversaw El Paso’s legislative affairs agenda for the 84th Texas legislative session. She formerly worked as a lawyer in private practice in both Austin and El Paso.
For five years she was Vice President and General Counsel for Velocity Credit Union. In addition, Brie served as General Counsel to State Sen. Eliot Shapleigh (D-El Paso) for five years.
She earned a Bachelor of Arts in International Relations from Stanford University and a Juris Doctorate from the University of Texas at Austin School of Law.
Ida Musgrove, Deputy Officer
Ida Garcia Musgrove has more than 15 years of experience in intergovernmental relations and legislative affairs at the federal and state levels. Prior to joining the City, Ida provided legal counsel to and oversaw legislative agendas for Senator Leticia Van de Putte of San Antonio. Ida grew up in Austin where she graduated from Austin High School and taught at Reagan High School and Fulmore Middle School.
Ida earned a Bachelor of Music from the University of Texas at Austin and a Juris Doctorate from St. Mary’s University School of Law.
Ida and her husband, Mahlin, a project planner at NXP, have two children.
