Colony Park Sustainable Community: Solicitation

The City of Austin, through the Purchasing Office and Economic Development Department (EDD), selected Catellus as its master development partner to create a new vibrant, sustainable, and mixed-use neighborhood on 208-acres of city-owned land located in northeast Austin.  The Colony Park Sustainable Community site is located roughly eight miles from Downtown, the State Capitol Complex, and the University of Texas at Austin campus.  The vision for this site is the product of extensive planning through community engagement.  For more information on the planning process behind the Colony Park Sustainable Community vision, CLICK HERE.

Two -Step Solicitation Process:

In Step One, the City evaluated Request for Qualifications (RFQS) submissions to identify Catellus as the sole Master Developer for further consideration.  In Step Two, the City issued a Request for Proposal (RFP) to Catellus, the shortlisted Master Developer identified in Step one.  Once submitted, the proposal was reviewed by a multi-disciplined evaluation panel.  A Community Presentation and Meeting were also held, which allowed the community to score the master developer candidate based on a pre-recorded video presentation.  This community scoring was used to inform the final scoring for the Request for Proposal stage of the solicitation, which identified Catellus as the selected master developer for Council Action.  On October 18, 2018, Council approved, on consent, the recommendation to authorize negotiation and execution of an Exclusive Negotiation Agreement (ENA) between the City of Austin and Catellus.  Moving forward, the City anticipates a 6 month process for completion of the ENA before beginning negotiating the terms of the Master Development Agreement (MDA).
