Austin Water Control Center

The City acquired the 5.82-acre tract in 2024. The property included an existing office building approximately 102,593 square feet (SF), with associated parking. It will provide Austin Water with a new facility to support its operations and consolidate three separate analytical laboratories under one roof.

APFC engaged Kirksey Architecture to renovate the existing building to support the office, analytical lab, and Control Center needs of Austin Water. Schematic Development and Pricing packages were completed in early 2025 with full design scheduled to be completed in summer 2025. Novo Construction was selected as the General Contractor (GC). They will assist with final design and anticipate starting construction in late fall 2025.

Olive Grove Building

In 2024 the City purchased an approximately 107.1-acre site, consisting of a 46.78-acre tract with two buildings totaling 189,765 SF of office and flex space, plus two additional vacant tracts of land totaling approximately 60.3 acres. The larger of the two buildings (approximately 142,000 SF) will be used for office space for City departments and the smaller building (approximately 47,000 SF) will be a Combined Transportation, Emergency & Communications Center facility used for coordinating future emergency operations.

Preliminary programming requirements for both buildings will be conducted and then a Request for Qualifications (RFQ) will be issued in Fall 2025 for the interior improvement design work.

Public Safety Administrative Campus

1501 and 1601 S. Mopac

This campus will allow the City to co-locate the Austin Fire Department (AFD), Austin Travis County Emergency Medical Services Department (ATCEMS), and Austin Police Department (APD) administrative offices into a single public safety headquarters campus. The property consists of approximately 13.8-acres, with two four-story Class A office buildings totaling approximately 390,963 square feet of administrative office space and 417,640 square feet of gross building area, and two five-level parking garages with approximately 1,551 garage and surface parking spaces.

This acquisition will address inadequate facilities and working conditions across the three departments, support beneficial collaboration and future growth, and allow for much improved public access. The location is also ideal for easy access to downtown and has a transit stop directly in front of the property. The City will work with existing tenants as they develop their plans to leave the space at or near the end of their lease terms.

AFPC engaged AECOM and Sixthriver Architects in early summer 2025 for programming and design of interior and exterior work to the two buildings.

Public Safety Warehouse

11708 McAngus Rd

The City purchased Building 4 at Infinity Park in 2024. The structure is a tilt wall building with a metal joist roof system and an interior area totaling approximately 239,315 SF. AFPC engaged STG Design in the fall of 2024 for design services to finish out the building with a combination of office space, warehouse functions, secured evidence storage, secured specialty supplies, distribution and other ancillary uses. Once completed it will house areas for Austin Forensic Science, Austin Emergency Management, Austin Fire and Austin/Travis County Emergency Medical Services (EMS).

AFPC solicited a GC in February 2025 and expects to select and have someone under contract by summer 2025. Once a GC is onboard, they will work with the Design Team on pricing and bidding. AFPC expects to submit for permitting in winter 2025.

Northeast Service Center

The Northeast Service Center (NESC) will serve as a primary administrative office and vehicle service center for Austin Resource Recovery (ARR) and Fleet Mobility Services Department (FMSD). The property is situated on approximately 132-acres in northeast Austin. The facility will incorporate vehicle servicing shop areas, warehousing, administrative office, outside storage and vehicle storage that will consolidate current operations from various locations. The facility will operate 24/7 and support key operations during emergency events.

AFPC engaged Stream Realty Partners, Austin Development LLC as its development partner in 2024 to oversee the management and coordination of planning, design, entitlement, permitting, construction and completion of the project. Construction is anticipated to begin in summer 2025 with a projected 24-month construction period.
