NOTICE OF COMPLAINT
March 10, 2023
ICMS #: 2023-0202
On March 8, 2023, the OPO received a phone complaint.
The complainant alleges: An APD officer in car number
drove past him going 73-
75 miles an hour in a 65 mile an hour speed zone. The officer did not use emergency lights
and was using his computer. That needs to be addressed. The complainant knows if he had
done anything remotely close to that he would gotten pulled over or a ticket. This officer
needs to be reprimanded and there needs to be some accountability. The complainant
waited all day
but was not able to talk to anyone in the police department and
311 would not connect him. A simple report could have been taken and an incident report
number issued. Nineteen hours later OPO responded, and it seems like no one really cares
about the incidents that are happening with APD. It seems there are rules for "thee" and
not for "me." There needs to be some accountability, transparency, and more training for
APD Officers. Ignorance of the law is not an excuse. The complainant needs to get the
officer's name and ID.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
