On April 18, 2022, the OPO received a phone complaint.
The complainant alleges:

she called 911 because she was accosted by a
group of young boys ranging between the ages of 11-17. The security guard patrolling the
construction area for new homes (called

went after the boys as
they fled the area on foot. Some left in a vehicle, but the security guard was able to keep one of
the cars from leaving. Four police officers responded. Two police officers dismissed her
complaints and told her she did not have a case. As the officers were talking and laughing with the
boys, they told her "Boys will be boys." The officers did not arrest any of the boys or call their
parents. When she told the officers the boys were throwing gravel and mulch at her, one of the
officers asked, "Were they sprinkling gravel or throwing it at you?" The officers were minimizing
and dismissing what had just happened to her. The officers did not ask for the video she and the
security guard had taken. One of the officers had something on his bulletproof vest that was not
associated to APD. One of the officers' last name was

physically assaulted a woman on

This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
