Contractors Sought for Private Lateral Line Repair

The Austin Housing Finance Corporation (AHFC) is seeking sealed bids from qualified contractors for the Private Lateral Program (PLP), funded by Austin Water (AW) to address repairs related to residential private lateral lines.

A private lateral line is the portion of the wastewater service line located on private property that connects to the City wastewater main. Should these lines break or become defective, the City’s Neighborhood Housing and Community Development Department (NHCD) can provide free replacement or repair. Eligible participants must be Austin Water Utility customers in a single-family home or duplex whose household income is 100 percent or less than the area Median Family Income (MFI).  More information about the program is available on the NHCD Private Lateral Program webpage.

Funding can only be used to address issues with the private lateral lines within property lines but outside of the housing structure. The property must be the Applicant’s principal place of residence. AHFC anticipates awarding up to three (3) contractors with an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract.

Documents for Solicitation AHFC190002, including all sections and attachments, can be obtained through the City’s Vendor Connection website.  All documents should be completed as directed.  Potential contractors must submit one complete original signed document of their submittal in a sealed container.

Applicants must attend the Mandatory Pre-Proposal Meeting scheduled for Tuesday, July 16, 2019 from 1:30 to 3:00 pm at the AHFC Offices 1000 East Eleventh Street, Suite 400A, Austin, Texas 78702

Proposals must be received at the AHFC Offices, 1000 East 11th Street, Suite 200, Austin, Texas 78702, before 3 p.m., August 8, 2019.

For more information regarding the Invitation for Bids, contact AHFC Procurement Representative: Alan Fish at 512-974-3188 or alan.fish@austintexas.gov

If the Applicant contacts any other City or AHFC employee, including Council Members and members of Boards and Commissions, the Applicant may be found in violation of Ordinance No. 20180614-056, dated June 14, 2018, regarding Anti-Lobbying and Procurement. The text of that Ordinance may be viewed at http://www.austintexas.gov/edims/document.cfm?id=301199 . All issued Addenda and answers to Offeror’s questions will also be posted in the attachments section for each solicitation on the City’s Vendor Connection Website referenced above.
