Childcare Standards Ordinance
Children’s programs/activities supervised by the Austin Parks and Recreation Department and requiring enrollment registration in order to participate are not licensed by the state, but follow local standards of Care as adopted in the City of Austin Ordinance No. 20190215-080. A copy of the ordinance is available at each site.
Sign-In and Out Permission
Your child’s safety is our primary concern. Parents/guardians are required to escort participants into and out of the program site each day and sign each child in and out of the day’s activities. Other than a parent/guardian, only persons listed as “emergency and non-custodial release contacts” on the Registration and Waiver Form may pick up and sign out a child. Proper ID is required before staff will release a child. Please Note: After school participants that are transported from school will be signed in by staff. If participants are not picked up by the program end time, a $1 per minute late fee may be charged.
Students and parents must follow the City of Austin and Dougherty Arts School policies regarding safety, discipline, enrollment and programming which are printed in the City of Austin Local Standards of Care, registration materials and parent guides. Enrollment is secured with full payment for the class. If payment is not received by the due date, the spot will be offered to a child on the waiting list. Preschool students must be potty-trained prior to enrollment and have the maturity level to work in a classroom setting.
Youth Programs provide a Parent Handbook for each program (Summer Camp, Afterschool and Preschool). Parents are asked to review the program information about our safety and behavior guidelines before their child arrives for class or camp at the Dougherty Arts School.
POLICIES & PROCEDURES
Creativity Club and Explore Arts Payment Policies
Once enrolled in Creativity Club or Explore Arts, students are guaranteed a spot in consecutive months as long as payments are made by the due date. Re-enrollment must be done with each new school year.

- Non-payment Drop Date: 20th of each month for the Next Month (dropped without call)
- Wait List Called: 21st of each month to fill students dropped for non-payment
GENERAL PAYMENT INFORMATION
All youth program payments and outstanding balances are due to your Austin Parks and Recreation Department (PARD) program site by designated due date(s). Program sessions with a deposit option (Afterschool and Summer Camps), require deposits upon program registration. If outstanding balances are not received by designated due dates, your child will be removed from the program and the deposit will be forfeited. Once registration is forfeited, re-enrollment will require a separate deposit (if applicable), along with full payment.
Participants who pay a deposit for either Afterschool or Summer Camp session(s) are secured a place in that session until the remaining balance is due. Full payment of the activity fee will also secure a place in that session; this is greatly encouraged. Afterschool deposits will be applied to the last month of scheduled enrollment; Summer Camp deposit is applied to the respective session. Requests to transfer deposit/payment between PARD program sites may be permitted prior to the program’s designated outstanding balance due date.
AFTERSCHOOL/SUMMER CAMP PAYMENT
Afterschool Full payment is due by the 15th of each month prior to the next month’s start date. If the 15th falls on a weekend or holiday, payment is due the following business day. If payment is not received by the 20th of the month your child will be dropped from the program, without call, and we will enroll the next child on the waitlist.
During the initial Fall Registration in May, an open space in the Dougherty Arts School Creativity Club program can be saved with a $40.00 deposit option per child. Full payment will also save an open space and is greatly encouraged. If paying with deposit during the Fall Registration period, full payment for the initial month of Creativity Club is due on July 15th with drops on July 22nd. All dropped participants will forfeit their $40.00 deposit. After the initial Fall Registration period, full payment will be required on each payment due date to remain enrolled in the program.
Summer Camp Full payment for each session is due 21 calendar days prior to the start of camp. If we do not receive the full balance of payment on the due date for your child’s camp session, your child will be dropped from the program the day after the session’s due date and their spot will be offered to the next child on the waiting list. For drops 7 days before camp start you will receive a refund minus the 35.00 non-refundable processing fee and the 70.00 deposit. There are no refunds after the 7 day period before camp starts.
Please Note: All checks received by PARD program sites are promptly processed. A fee will be charged for returned checks.

Waivers for students under the age of 18 must be completed and signed by the parent or guardian before the student can attend class or camp.
Credit card registrations online or by phone will hold your spot in the class or camp for seven (7) days until the waiver is returned. Registration for classes that start within seven (7) days must include the waiver with the registration, or may be hand-delivered or faxed by the end of the day.
Youth cannot participate in City of Austin programs until waivers are completed, signed, initialed, and received by the registration office at least seven (7) days before the start date of their program.

CHILD PLACEMENT POLICY
Students are placed in camps and classes according to their age, determined by birth date. If the student’s birth date falls during a program session, they may enroll in either the younger or older program. Camp or class size must conform to the City of Austin Local Standards of Care Ordinance and the Dougherty Arts School’s teacher-to-student ratios. If you would like your child to be placed in a different camp or class than assigned, please request this in writing by submitting a Class Request form. Placement is not guaranteed and all requests must be submitted 7 days prior to the first day of camp or class. Please contact 512-974-4040 for a copy of the form.
Students enrolled in the same camp or class might not be placed in the same group depending upon the total number of enrolled participants. Group lists are made one week prior to the first day of camp or class following the guidelines of the Child Placement Policy. To request that two friends are placed in the same group, both parents must request this in writing by submitting the Youth Friend Request form at least 7 days prior to the first day of camp or class. If a child is taking a prescription or non-prescription medication during program hours, a Permission to Give Medication form must be completed at the Dougherty Arts School office. Every effort should be made by the parent/guardian to administer medication prior to or after program hours. If this is not possible, then the Arts School staff will administer medication according to the information on the “Permission to Give Medication” form. The Arts School staff will accept no more than a one-week supply of medication for a participant. Do not send the complete bottle of liquid, tablets or powder. The medication must be provided in the original container with the following information: child’s name, type of medication, time to be given and other specific instructions (ask the pharmacy for an additional container with instructions). Staff may not administer medication that is not in its original container or past the expiration date on the container. Staff will not administer injections with the exception of EPI pens.
FINANCIAL AID FOR YOUTH PROGRAMS
Financial Aid recipients receive a 50% reduction in youth program registration costs within the Austin Parks and Recreation Department. For more information, visit: AUSTINTEXAS.GOV/PARDFINAID
Summer Camp registrations cancelled at least 7 days prior will be issued a refund minus a $70 deposit, and non-refundable process fee of $35.
