The mission of the City of Austin's Neighborhood Housing and Community Development (NHCD) is to provide housing, community development, and small business development services to benefit eligible residents so they can have access to livable neighborhoods and increase their opportunities for self-sufficiency.
To accomplish this mission, NHCD directly administers a variety of programs to serve the community's housing, community development, and economic development needs and provides grant funding to various agencies and non-profit organizations.

NHCD to present preliminary edits on Rental Housing Development Assistance (RHDA) Program guidelines.
The Austin City Council passed a resolution on March 25, 2010, directing staff to develop a strategy that would prioritize the City's affordable housing resources - including federal and local monies - for permanent supportive housing (PSH).
A key action related to this funding prioritization is to ensure current City of Austin program guidelines are responsive to the City Council’s policy direction. NHCD staff is in the process of revising the RHDA Program guidelines. Below are supporting DRAFT documents reflecting NHCD edits to date related to the RHDA guidelines.
These documents may not reflect final edits. Edits to RHDA program guidelines will be finalized later this month and in place by October 1, 2010.
The Community Development Commission’s Housing Committee will discuss these preliminary revisions at the Housing Committee Meeting at 5 p.m. Sept. 14, 2010.

Austin City Council approved NHCD's FY 2010-11 Action Plan
The Austin City Council approved the Neighborhood Housing and Community Development’s Fiscal Year 2010-11 Action Plan on July 29, 2010, which serves as the City of Austin’s application for new funding from the U.S. Department of Housing and Urban Development. The Action Plan outlines $24M in new funding for affordable housing and community development programs.

City funding exhausted for Down Payment Assistance Program
The City of Austin has assisted many qualified families in becoming homeowners by issuing over 2 million dollars in down payment assistance in Fiscal Year 2009-10. Consequently, the funds for Fiscal Year 09/10 have been committed. With continued support for the Down Payment Assistance Program, the City anticipates new funding for the program at the beginning of the fiscal year.
Effective immediately, the Austin Housing Finance Corporation will not be accepting Down Payment Assistance applications until the Fall of 2010. Creating and retaining affordable housing is essential to ensuring Austin remains a vibrant place to live and work. The City appreciates the many partnerships that have established ownership opportunities for families in Austin.
March 25, 2010 Council approves resolution prioritizing funding for permanent supportive housing
The Austin City Council unanimously approved a resolution at its March 25, 2010, Council Meeting directing the City Manager to give priority to funding for permanent supportive housing that targets the most vulnerable populations, specifying residents with annual incomes at or below 30 percent median family income (MFI), but continue to fund affordable home ownership, home repair, and rental projects.
