
Scope of Work
The Master Plan will serve as a guide for best uses for new and existing parkland and facilities. The Master Plan area consists of the north shore of Lady Bird Lake from I-35 east to Pleasant Valley Rd and south of Canterbury St. The Parks and Recreation Department (PARD) will work with a team of consultants led by Michael Van Valkenburgh & Associates Inc. (MVVA) to plan the future of this important public space. PARD will hold the following public meetings:

Existing Conditions, Opportunities and Challenges Phase - The consultant will compile and analyze data which will assist stakeholders in understanding the parameters, possibilities and challenges of the planning area. Public Meeting #1 and #2 will occur during this phase and public input is encouraged.

Preliminary Concept Design Phase - A design work session will occur, developing Alternative Preliminary Concept Designs for the park that responds to the public input received during the first phase. Public Meeting #3 will occur during this phase and will focus on future possibilities for the parkland.

Draft Master Plan and Implementation Strategy - A phased implementation strategy will be developed for the project. The presentation of the Draft Master Plan will occur at Public Meeting #3.

Public Review of Master Plan - The public review strategy and schedule will be developed for the Master Plan, which will move through the various Boards, Commissions and City Council for approval during this phase.

On August 28, 2014 City Council approved the Holly Shores/Edward Rendon Sr. Park at Festival Beach Master Plan.
