E. 5th Street Roadway Plan Amendment

Amendment to Austin Metropolitan Area Transportation Plan, Roadway Element, to add East Fifth Street from IH 35 to Chicon Street as a Major Arterial.


Summary

This amendment to the AMATP will add East Fifth Street from IH 35 to Chicon Street as a maximum of a four lane undivided roadway with a right-of-way width of 80', but with the final cross-section to be based on final design determination. Adoption of the amendment will support the development of the East Fifth Street corridor, which includes the proposed light rail/fixed guideway and Intermodal Facility adopted in the AMATP , Plaza Saltillo, and Rambla East. It will enable East Fifth Street to be eligible for state and federal matching funds for improvements..

Status

This amendment was unanimously (17-0) adopted by the Austin Transportation Study Policy Advisory Committee on November 13, 1995,. City boards and commissions (Environmental Board, Urban Transportation Commission, Planning Commission) have considered the amendment:
  • Environmental Board: Voted to not support amendment (1/3/96)
  • Urban Transportation Commission: Voted to support amendment (1/9/96)
  • Planning Commission: Voted to support amendment, and added language to support inclusion of sidewalks, lighting, parking, and bicycle access (1/16/96) .

Issues

This amendment will add the roadway to AMATP. Issues of design and funding for implementation will be addressed through City and ATS processes (Capital Improvements Program, Transportation Improvement Program). A "Remark" in the amendment adopted by ATS states, "Provide direct connection through IH 35". The goal of this remark is to connect East Austin with the rest of the city. Texas Department of Transportation has prepared a preliminary estimate of the cost of construction an overpass to connect East Fifth Street across IH 35 , an amount of $30 million. This issue will be addressed through the Major Investment Study (MIS) on improvements to IH 35 through Austin. The MIS is being conducted by TxDOT and will take approximately five years.
