Private haulers collect, remove or transport waste, recycling and/or organic compost. All private haulers that operate for a fee within the City of Austin must get a Private Hauler License (City of Austin Code 15-6, Article 3).


The Moratorium on License Expirations Ended August 16, 2020.

Customers have until April 30, 2021 to submit renewals for Expired licenses. RENEWALS CANNOT BE SUBMITTED THROUGH AUSTIN FINANCE ONLINE (AFO). 

There are two options for submitting your renewal:

  1. USPS – Mail all required documents and payment to P.O. Box 1088 postmarked by April 30, 2021.
  2. Electronically Not Through AFO - AFO will not allow licenses with a status of Expired to be renewed through the web site. Email required documents to ACD.LodgingEstablishment@austintexas.gov and a licensing staff member will contact you with information about how to submit the renewal fee. All required documents must be received by April 30, 2021.
  • A license is required to operate within the City of Austin’s jurisdiction. Operators who do not obtain the required license may be subject to enforcement action including fines up to $2000.00 a day for violations.

New haulers to the City can apply for their private hauler license anytime during the year. All licenses expire at midnight on Dec. 31 of the year. All haulers need to renew their license between Jan. 1 and Jan. 31 each year to avoid penalty fees. The license is not transferable.

  2. Include the following to Austin Code:

    • Insurance Certification
    • Annual State of Texas Vehicle Inspection Certification for each Licensed Vehicle
    • Vehicle License Fee - $500 per solid waste vehicle annually (vehicles that only haul recycling/compost are exempt from fee)
    • Tonnage Report/Remittance Form - Prior reporting period
  3. Send the application the following ways:

    • Email your completed application and documents to ccdhaulerlicense@austintexas.gov
    • Mail your completed application and documents to

        PO Box 1088, Austin, TX 78767
    • Call 3-1-1 for an appointment to submit forms and payment in person

Original documents must be submitted for your licenses to be issued.
