Administrative and Financial Services

Administrative Division

The Administrative Division handles the day-to-day administrative, managerial, technical, and operational matters for the department, including human resources, and the City’s public information requests process for non-Austin Police Department requests, information technology, records management, and library management.

Carla Gregg-Scales, Chief Administrative Officer

Chief Administrative Office Carla Gregg-Scales has a long history of service within Texas government, including roles with Travis County and the Texas Workers' Compensation Commission. A versatile Human Resources leader, she served as Assistant Director of Austin Human Resources and held various positions at Austin Public health and Austin Resource Recovery before joining the City Attorney's Office. Carla's career came full circle from her first job with Austin Parks and Recreation in 1971. She is a graduate of Grambling State University with a BS in Biology.

Financial Services Division

The Financial Services Division provides financial planning and budgeting for the Austin City Attorney's Office, including business planning, purchasing and outside counsel/consultant engagements. 

Allan Umana, Financial Services Manager

Allan Umana serves as the Financial Services Manager. Allan worked for various governmental agencies before joining the City of Austin in 2014. Prior to joining the Austin City Attorney's Office, Allan served as a Financial Analyst at Austin Parks & Recreation. Allan has also proudly served in the US Navy, joining after high school. He was stationed at Camp Pendleton with the 1st Marine Division, deploying to Iraq and northern Africa. His final assignment was at Camp Mabry in Austin with 1 Batallion 23rd Marines.

Allan is a graduate of the McCoy College of Business School at Texas State University and earned his business degree in Accounting with honors.
